Why the term confuses so many men
The word has moved. In classic menswear taxonomy, semi-formal was the name for the tier that black tie belongs to, so the dinner jacket itself was the semi-formal garment. Both definitions are still in circulation. Older etiquette writing means one thing by the word, and the couple sending you a wedding invitation means another. When you see semi-formal on an invitation today, read it the modern way: a dark suit and a tie.
If the host is a stickler for the old taxonomy, they will say black tie instead. Nobody writes semi-formal when they want a tuxedo.

Yes. A semi-formal event that starts at two in the afternoon and one that starts at seven ask for the same shape of outfit in different registers.
Daytime allows lighter color and more texture. Mid-grey works. So does a soft brown, and so does a jacket in a visible weave. The tie can carry a pattern. Brown shoes are entirely at home.
Evening pulls everything darker and smoother. You want navy or charcoal, a white shirt, a plain or subtly textured tie, and black shoes. Sheen and depth of color both read better under artificial light. The same suit genuinely looks sharper at eight than it did at two.
